Universal labor service was introduced in Hungary in 1939 under the Defense Act to mandate public work for individuals deemed unfit or untrusted for regular military service.

Following Hungary’s enactment of anti-Jewish laws, Jewish men of military age (typically between ages 20 and 48) were stripped of their weapons, uniforms, and rank within the Royal Hungarian Army. They were consigned to segregated, unarmed labor companies (munkaszolgálatos századok).
